Unlike most other areas of Knowsley, Kirkby does not have a town council

More than a third of people in England currently have a town or parish council, and the government is making it easier to set one up.
In the Metropolitan Borough of Knowsley there are the following town and parish councils:
- Cronton Parish Council
- Halewood Town Council
- Knowsley Town Council (covering Knowsley Village and Stockbridge Village)
- Prescot Town Council
- Whiston Town Council
